1) Not possible to make an informed guess without more information about the rules of the competition and division of revenues. Perpetual doormat status with no pathway out due to revenues disproportionately going to top sides would not be appealing.

2) Not entirely, but I'd guess mostly.

Why join it when there's no money to be made from the additional teams they "allow" in?
 
The CL reform going through by UEFA is nearly as bad as the ESL idea, whys everyone not complaining about that?

It's not good at all, but comparatively speaking, the two options are poles apart. One is a closed shop for 15 teams every year and they control the finances. The other provides 4 or 5 spaces for clubs who miss out on normal qualification but domestic league points would still result in qualification for like 32 teams.

One is bad, the other is utterly horrific. That's why there is not equal coverage.

Like when Juve were relegated for corruption back in the 06/07 season.

They bounced straight back up, qualified for the CL in their first season back and were champions again within 5 years.

They've won every league title since. That sure showed em, eh?
