It's not good at all, but comparatively speaking, the two options are poles apart. One is a closed shop for 15 teams every year and they control the finances. The other provides 4 or 5 spaces for clubs who miss out on normal qualification but domestic league points would still result in qualification for like 32 teams.
One is bad, the other is utterly horrific. That's why there is not equal coverage.

And no given the chance I wouldn’t want to swap roles with them, especially into this farce of a Super League, any more than I would want to swap my life with Kim Kardashian’s.
No way, the Premier League will suffer massively by having a clear formalised two-tier membership. It will rip any semblance of sporting integrity out of the competition. What's the point of being in the same league as other teams who have permanent, gated access to funds and exposure that the other teams simply have absolutely no way of getting access to?
If we're being completely fair, those ESL clubs should be given a -30 point handicap at the start of every domestic season because all the non-ESL clubs will have a permanent, fixed-in sporting handicap.
