These groups are never representative of a fanbase. They don't even try to be, it's just a bunch of self important fools wanting to be self important.
The best chance at being 'representative' would be having a completely random lottery of all supporters, but even if that was somehow possible it's not perfect by any stretch.
And quickly the power would get to them and they'll protect their own interests if the club hand them any sort of privileges. They then just become a group of Sharpies etc.

Bang on there. Any group or individual who claims to be representative of such a huge swathe of individual people as the fanbase of a PL club always seems a touch egotistical.
It's a bit like the "fan owned" clubs like FC United of Manchester where it seems to be a power trip for a few individuals who feel the need to run their own club rather than take their support to the already countless non-league clubs right on their doorstep.
