Who has said that we have £10m? Has it come from the club?We've been told for weeks that we have about 10m (up to 40 if you take into account psr and spread of a deal over a contract). That doesn't factor in how we want to structure a deal, which may be a stumbling block for other clubs who want as much up front as possible. That might mean there's only deals to be done for players who clubs are actively trying to get rid of. That is probably what Moyes is alluding to. All guesswork, but we'll find out on Monday.
A few hypothesise.I would have thought that Moyes would have been made aware of the PSR spending constraints in his very first meeting with TFG.
You'd think from today, that he had been told of them only this morning. Or, that they had come back to him and told him it was even tighter.
I don't know what has changed in the last few weeks apart from the good results and injuries, but the outcome of the number-crunching won't have changed.

He was basically saying we can’t afford top players this window, that Everton should be competing for them but we can’t due to PSR. I think we’ll still be trying to get some deals done in a way that suit the club. Just don’t be expecting Ferguson or some other high priced talents.I feel "not the players we wanted" line doesn't even necessarily mean that he's opposed to a player coming in it could also apply to his original preference of having premier league experienced players over other more viable targets coming abroad but it's all just speculation at this point , hope some decent reinforcements come in by the end of the window

In his numbers was making assumptions based on outs that no longer will occur - Beto being the main one.
He has chosen to restrict what he is allowing in order to provide margin of error on PSR.
He is focusing on multiple lower calibre deals rather than one or two superior ones.
He has become too stuck in the rut of reducing expenditure to change out of it.
He believes we have enough so won't sanction any significant expenses
He's choosing players for his own preference of play not to the actual manager present as he didn't choose him even though one has 2.5 years the others out the door in months.
Owners
They gave an amount asked for and are now essentially letting them get on with it with no oversight.
They are reducing backing based on results to reduce costs.
They have not appointed a CEO and have given spending authority to the DoF whose chosen to cut costs and scrape by.
