So how come the upfront payment makes a difference. I thought we had cash but couldn’t spend because of FFP but if the initial payments are an issue it must be because of a cash issue & not FFP then?

Well, it's debatable if we actually have cash. Since the Usmanov issues, we've yet to see if there will be any further cash injections from Moshiri.

If you read Moshiri's letter to the fans, he said: "I am focused on completing the financing for our fantastic new stadium as well as strengthening the playing squad and that might include a minority investment." The fact he mentions buying players there and in the same sentence references minority investment makes me wonder if there are cash flow issues as well.

Cash flow would be a reason to have deals structured with low up front installments, but it wouldn't help us with ffp/p&s

Everyone talks as tho we are 100% in for him but all it seems based on it Lampards connection to Chelsea….

He’s just been dropped from Chelsea’s first team squad of 24 to train with their development team. Tuchel isn’t going to have him with their first team this season so he’ll definitely be going somewhere. Various outlets reporting we’re in for him, unfortunately.
 
The Prem currently is still signing off on all our transfer business to ensure rule compliance, isn't it? They're not going to let us spend a few more quid based on pinkyswear promises not to go toooo crazy this time. The rules are set, we knew them, we have to operate within them or fall foul of them.

As for 'wanting' us in the Prem, outside the Sky Six who generate most of the broadcast revenue and interest, I doubt they care too much who the Misc 14 happen to be from one year to the next. The Prem is still sold as a 20-team product, us being in it probably doesn't matter much more than Wolves or Saints or Wham or Fulham or Norwich in the bigger scheme of things.

I was of the understanding that they weren’t signing it off any more so we have have free rein to sign players but that might be looked at after the fact just like any other club but who really knows with the way this crazy club is run
 

Should be a ton of fringe players wanting loans this summer to make World Cup squads.

Not just about making the squad, it's also about playing to ensure you're match fit come the tournament - it's why I said about a punt for Pulisic and similar players who may struggle for playing time this season at the likes of Chelsea et al
