I never understood that. We don't have a limit on foreign players so not sure why the prices are that high. I would throw money at Horn right away to fix our GK issue!
On the premier league website it states

"Each Premier League club submits a squad list, after the summer transfer windows closes. It can contain no more than 17 players who do not fulfil 'Home Grown Player' criteria. The remainder of the squad, up to a total of 25 players, must be home grown. Changes to the squad list may be made during the period of a transfer window. Under-21 players are eligible, over and above the limit of 25 players. Each player is assigned a squad number, which they wear during Premier League games. Squad lists are announced in early September."

In 2013, Dyke created a commission with the aim of increasing the number of English players in the Premier League to 45% by 2022.

Dyke made a number of proposals to help achieve this goal, including increasing the minimum number of home-grown players in a club's first-team squad of 25 from eight to 12, phased over four years from 2016. The Premier League agreed to a consultation over the proposed changes in March 2015.
 
If rom goes what targets do you think we will be looking at?

Someone I've always seen as an everton type player is Javier Hernandez. He's been scoring for fun since going to leverkusen, has experience of the Prem and champions league, just coming into his prime, puts a shift in and knows where the goal is. Don't think he'd be that expensive either, rumoured to have been signed from utd for about 7.5 million. If rom were to go and Kone shipped out hernandez and a top striker coming in would give us some great prowess going forward imo.
 
Probably get some stick but Wijnaldum, Mitrovic, Mbemba and... Shelvey are good players at the right price from Newcastle. Idrissa Gueye and Jordan Amavi are the only good Villa players. Redmond and Brady from Norwich.

Not saying I'd have any but I expect them all to leave for the Prem this summer.
If Shelvey was any good, Liverpool and Swansea wouldn't have sold him. Makes a few flashy passes and long shots but that's all. Also rumoured to have a poor attitude. Wijnaldum on the other hand is a good attacking midfielder who would be good for us.

Shelvey is good; his attitude isn't it appears. If he had a manager that could sort him out he'd be really good.
 

With Romelu Lukaku expected to leave Everton this summer, could the Premier League club turn to the Eredivisie to replace him?

Arkadiusz Milik

Milik was agonisingly close to firing Ajax to another Eredivisie title and his hot goal scoring form has attracted attention from teams in Italy and England. With Everton expected to get a large sum for Romelu Lukaku they will have plenty of money to replace him and Milik could be the player they go for. After scoring 21 goals in 31 appearances in the Eredivisie this season, the Polish striker is wanted man and his time to make an impact on the Premier League could be coming sooner rather than later. A tall, strong, left-footed striker with brilliant finishing ability, Milik is very similar to Lukaku and could be a perfect replacement for the Belgian striker. Despite only being 22, Milik has an impressive goal scoring record for his country, netting 10 goals in 22 appearances and will be hoping to impress at Euro 2016. With the likes of Lazio, Roma and Arsenal reportedly interested, it will be a task for Everton to recruit the Ajax striker but if they do manage it, expect Milik to replace Lukaku emphatically.

Vincent Janssen

The Dutch striker finished top goalscorer in the Eredivisie scoring 27 times for AZ Alkmaar and has been dubbed by many as the ‘New Ruud Van Nistelrooy’. He has also impressed on the international stage, most recently scoring for Netherlands against England at Wembley in a 2-1 win for the Oranje. At only 21 years of age, the potential for Janssen is incredible and is a very suitable replacement for Lukaku. Again, Everton will find it difficult to recruit the Alkmaar forward due to the many top clubs interested. It is believed, Ajax, PSV and Manchester United to name a few are vying for his signature.

A key factor for Everton to sign either of these players is the manager who will be replacing Roberto Martinez, with plenty of big names being discussed. The appointments of either Frank De Boer or Ronald Koeman could give Everton a better chance at signing either of these young promising strikers.
