Bournemouth do/did want to keep him. He wanted to go last summer and felt that they blocked it, which is where the stuff about not playing for the team came in and will be one of the reasons he probably has no qualms leaving them before the end of the season.
Again, I have no insight into his situation, but usually a deal for someone like him will have been thrashed our months in advance. The days of having a bid accepted for a player and them saying no thanks are long gone, agents sort these things out behind the scenes. It’s possible that a team has reneged due to covid but it’s hard to imagine spurs or arsenal being so badly affected that they can’t even honour a free transfer.
Usually the buying club will plant stories in the press about all the other teams that want him to make it sound like more of a coup when they finally announce they’ve got him. It’s all a game.

One thing I'll disagree with you though, is the scenario whereby Arsenal or Spurs either can't or won't want to honour a commitment. Levy has just taken out a government loan of £200m that has to be repaid in a year as he says they will be losing that much. Even basic projections can see, Arsenal and Spurs lose a lot of money. I mean within that context it is very believable both may turn around and say all recruitment is halted. Mourinho has even poured cold water on spending today.
It could even be, that they are re-evaluating the market. 100k p/w 3 months ago got you Ryan Fraser, what does it get you now? What does it get you in 2 months. I think it's going to be a wild transfer window.

I don’t won’t him under any circumstances, but if it happens I really hope the club, don’t give him huge wages, maybe a small basic and loads of bonus incentives. Iwobi hasn't been good but let's not act like we are suddenly above his level. Our wingers have all been degrees of crap and Iwobi has played two times since Carlo took over including one on the right where he clearly isn't as comfortable.If Iwobi is as crap as people are making out (and I agree that he is) then we need to loan him out so he at least gets some game time and the opportunity to prove himself at a crapper club with the hope that someone might want to buy him. We don't want him starting for Everton, so he will most probably spend the majority of next season doing sod all on the substitute bench unless we loan him out.
We should get Fraser on a free and loan them Iwobi as his replacement. I'd be up for selling Bernard but I don't think he will want to move. I get the impression that he is comfortable living in the North West of England. Our LM options would then be Richarlison, Fraser and Bernard for next season.

We already have Bolasie, Sandro, Schneiderlin and Siggurdson who are drawing huge wages and are nigh on unsellable and we are only just getting rid of Niasse and Martina. If Fraser was going to play 25+ games a season for the duration of his contract then maybe, maybe it's an ok deal. However, if he plays less than that, or worse he gets dropped and struggles to get back into the team how are we going to shift him on those wages? We have too many millstones and Fraser has future millstone stamped through him like a stick of rock.Feels like I’m banging the drum for Fraser (I’m not) but I imagine if he came on a 10-15M fee on 50k a week a lot of folks would be keen on it. Yet people are flipping over a free transfer for 100k a week.
Good squad player for me and Iwobi is a totally different type of player. Fraser can play on the right as well.
We're 29 games into the season and it is still possible for him to have the most assists of any winger despite not having any yet. We are so bad on the flanks that if Iwobi is West Brom level, so are the rest, but as we have the greatest investment in Iwobi, he is probably the one we should work to fix.Sorry mate, West Brom is Iwobi's level, and that's were he is headed.

It’s not how eye catching a name he is that bothers me to be honest, it’s how obvious a target he would be. In terms of recent links the likes of koopmeiners and min-Jae are much more the profile of playersI'm trying to be a bit more zen about transfers.
