Does anyone know for definite the rules concerning obtaining a work permit for a footballer rather than the speculation we normally see

Think someone linked them yesterday. If it’s down to international appearances in 99% sure he won’t qualify for the permit yet.

However, whilst the rules have changed regarding “outstanding talent” or whatever it’s called - it got Richarlison from the Brazilian league to the PL. Surely a kid playing 2 years in Belgium can be allowed a permit ffs.

Eligibility is now determined according to a national team’s ranking, as set out in the table below:
Official FIFA Ranking Required % of international matches over previous 24 months
FIFA 1-10 30% and above
FIFA 11-20 45% and above
FIFA 21-30 60% and above
FIFA 31-50 75% and above

Nigeria are currently 47th, and there's no way Onyekuru has played in 75% of Nigeria's matches in the last two years.


If the automatic criteria mentioned above is not met, the player can request that an appeals body (called the Exceptions Panel) considers the player’s experience and value to decide whether the player should nonetheless be allowed to join the club. The appeals process is a points based system under which the panel will award points depending on the circumstances of the transfer. If a player scores four points or more, the panel may recommend that the application is granted. Nonetheless, the panel can still reject the application even if four or more points are scored.

Criteria Points
The value of the transfer fee being paid for the player is in the top 25% of all transfers to Premier League clubs in the previous 2 windows 3 points
The value of the transfer fee being paid for the player is between the 50th and 75th % of all transfers to Premier League clubs in the previous 2 windows 2 points
The wages being paid to the player by the applicant club is in the top 25% of the top 30 earners at the club 3 points
The wages being paid to the player by the applicant club are between the 50th and 75th % of all the top 30 earners at the club 2 points
The player’s current club is in a Top League[3] and the player has played in 30% or more of the available domestic league minutes 1 point
The player’s current club has played in the group stages or onwards of the Champions League, Europa League or the Copa Libertadores within the last 12 months and the player has played in 30% or more of the available domestic league minutes 1 point

If the player does not meet the above points based system review, there is a secondary examination under which if the player scores 5 points or more, the panel may recommend that an application is granted. Points can be scored if, for example, the player has played in the final qualification rounds of the Champions League, Europa League or the Copa Libertadores within the last 12 months and the player has played in 30% or more of the available domestic league minutes. The review at this stage is more flexible meaning that the panel can take into account the circumstances if no transfer fee is payable (perhaps because the player has reached the end of his contract) or if the player satisfies some but not all of the automatic criteria.

If the player fails to score 5 points or more, there is one final review stage during which further arguments can be made if there are extenuating circumstances that are beyond the control of the player or national association (for example, a long term injury or suspension that has prevented the player from appearing in the last year).

Interesting article by an Evertonian analyst (did that good blog in the summer about Sandro)

His passing model identifies players most similar to others (about where they pick up the ball, where they pass it and how successful it is) and in amongst the elite passers of Europe sits Kieran Dowell. He is the nearest thing to Kevin De Bruyne style wise around.

It's a really interesting article and I've thought a fair bit about Dowell. I know some have knocked the kid, who was one of the outstanding players in the championship to begin with, but fallen out of favour party due to a defensive manager.

I've never thought of him as a KDB type player. However I think he can learn a lot from him. Under Pep he has lost a lot of weight, improved his fitness and been able to drop into a midfield role. It would probably help Dowell a lot to do something similar. He has the ability to run a game but at times still lacks the fitness to do so. The role we are playing Gana and Davies in would probably suit Dowell down to a tea.

I think it's a bit make or break for the lad this summer. If Allardyce stays I think he's done. However if we got a Fonseca or a Silva I do think he could jump onto the scene in a similar way to how Ross Barkley did initially under Martinez. His career had stalled a bit and he got enormous confidence and just kicked on.

I hope so anyway, he is fantastic at creating and scoring chances, believe he has as much talent as Lookman and would like an Everton team to find ways to accommodate such a player.

Yes and that is a very important point. I think the key with KDB was increasing his fitness to allow him to play deeper, which would be a very good method for Dowell to go down.

And yet people always want our young kids knocking down the door to the first team at 18/19, or if they haven't made it by 20/21 get shot of. Obviously we can't keep them all, but we need to keep our options open as long as possible on the ones that have the talent, but haven't quite got 'it' yet...

Especially when it is a physique thing.

Rooney was ready at 16, Osman (haters alert) was 23 before he looked physically ready.

In Spain debuts at 22 aren't unusual, here we write them off before they've reached that age.

That was an good article regarding Dowell. It would seem absolutely crazy to jettison Dowelled given that not only did he make that list but that he was the youngest player on it by a few years, he's an Everton player and he's one of the few English players on that list. Wish the writer of that blog was actually involved in Everton's technical department in some way. The appointment of the next DOF and manager is going to be make or break for Dowell at Everton.

Good post, I agree with your comment about Allardyce. Based on his physique, and passing ability we really should be giving Dowell time to develop properly and if it takes him another season or so to establish himself then we should be patient about it. There's really not a lot of players like him about. Hopefully we will get someone like Fonseca who sees the lad's ability and can develop him into the top class player a lots of us think he can be.

..folk concentrate on his Sheedy like shooting but i’ve always been most impressed with his passing ability. More specifically, he plays the most exquisitely weighted passes behind the opposition back four for players to run onto.

This is what I keep saying about building a team and buying players who fit a team strategy and compliment each other. If you’ve got a rapid CF who plays on the shoulders of defenders then Dowell is ideal to put him in. If there is no mobility in the attacking third he will struggle.

Next season is all about Dowell's development. Not just him but the vast majority of the youngsters. It would be wrong to assume that any of them will be ready to start most of our games in the Premier. One or two may surprise us and establish themselves but personally, with the exception of Holgate who is a little more advanced, I think that's unlikely based in where they are at now. Even the likes if DCL, Davies and Lookman have lot's to learn before they should become regular starters.

The big issue we have to get right is where they need to be to develop best. If Alardyce is still here, I'd just ship them all out on loan to be honest. He won't play them so there's no point them staying as part of the squad. I wouldn't allow him to sell any of them though, and most of them I'd be looking to find loan places at other premier league clubs or top tier clubs in France or Germany. If somebody like Fonseca comes in, then we need to decide whether their development is better here, playing with and against top players and having their game time carefully managed, or out on loan. If it's out on loan we need to be really careful where we send them. Players like Garbutt and Galloway have had their careers ruined by bad loan choices.

I agree with that mate. Problem is for Dowell he's only got 12 months left on his contract so he needs to see a future with Everton. If not then i'd reluctantly (very) sell him with a buy back option in the summer. Personally i think a lot of these youngster should be able to play some game time and be useful squad players next season. Dowell, Williams, Connolly have all done a job in the Championship this season and should be able to play a part in the 1st team squad alongside Holgate, Benny, Davies, and Lookman etc. All depends on the manager but I wouldn't be selling any of these lads unless the contract is about to run out and they won't renew. Get rid of the deadwood in the squad (Schneiderlin, McCarthy, Williams etc - to many too list them all!) and let them take their place along with half a dozen new first team signings.
