In which case why bring Galloway to GP when he could have left him on loan after buying him (and where he'd soon be playing PL football).I don't think it means these lads are a long way from first team football.
But, it does give us an insight into which way the manager thinks.
He doesn't seem to believe in giving youngsters a "run-out" , it seems that if they are to be involved they must be ready to play a serious role in the squad/team. The learning part of their education is done while on loan at other clubs or in the case of the best talent as Finch Farm working with the senior players.
It tells us that when a youngster gets a first team game he is a first team player or at least a first team squad member. It probably tells us something as well about Garbutt, but in particular Browning...close but not ready yet.

Would also enable them to assess first hand what weaknesses he still has so determine whether he was ready for the first team squad or needs more time out on loan. scouting will probably give you some idea but seeing them day to day in training probably gives a better one.
MK Dons might be a good place to send him back on loan next season if required although aren't they in the Championship rather than the PL?
