Liverpool have virtually given up on the younger age groups at there academy.
I know directly that they believe they can pay the contract release clauses that all young academy players now have and take anyone at that later stage when they've seen them have a few years playing at academy level. Not quite City but Liverpool are the next club after them who believe they can buy the talent at younger age groups rather than scout and develop.
They have been losing out on the best local talent to Everton and City but once they get to 11 & 12 they're trying to get them back using money to tempt parents a pay release clauses.
It's something that's only started happening in the last 18 months but it's basically how they plan to move forward now.
It's must be longer then18 months as ibe and sterling were bought like this
