Surely the biggest factor in the different numbers is the overwhelming number of foreign players in the PL. Never mind getting in the England u21s, most kids can't even get into their club sides.
You're right mate. In fact they probably find it easier to get into the England U21 side than hey do into their club side.

Foreign players is most certainly an issue. The percentage of home grown players in the premier has been reducing every season for years now, and is now in the low 30s whereas in Germany it's 50%, Spain nearly 60% and France close to 70%. So it is a factor, but I don't think it's the main cause.

I personally put this down to the money that is in the English game. It makes foreign imports affordable plus clubs are scared of the financial impact of falling out of the top tier, so they aren't prepared to "risk" playing youngsters.
 

Draw just been made for the Under 20 world cup which starts on 20 May.

England drawn in what looks like a difficult group with hosts South Korea, Argentina and Guinea. There are 6 groups and this looks by far to be the most difficult.

Strangely, Brazil are not taking part in the tournament having last year been tipped as the team to beat, along with France.

The under 20s are currently in France for a 4 team mini tournament against France, Portugal and Senegal. This French team won the U19 euros last year (although we beat them in the group stage) and we beat this Portuguese team in the final of the U17 euros 3 years ago. All 3 opponents are in the world cup this summer so it should be good preparation for them.

Also a case of the "top" clubs stockpiling young talent from an early age. Look at the youth success at Chelsea and City in recent years and none are making the step up, instead they are out on loan and in a number of cases in a different country. Patrick Roberts traded first team football at Fulham for a loan move to Scotland, he'll win some medals but will he play Premier League football at City?

I also think it's a cultural thing to be honest mate. A lot of clubs in England, from management right through to fans, are plainly against giving young players chances in the 1st team. Look back to posts on here around Oct/Nov, there was a lot of resistance to calls to give Tom Davies a chance in the team and that was despite him already having shown glimpses of what he can do. Look at the disproportionate reactions of fans when a young player makes a mistake compared to when a experienced one makes the same mistake. If a young player makes a mistake they need to be benched or loaned out or whatever. England is just completely the wrong climate/culture for youth development.
