It's highly likely he has been brought in to facilitate the building of the stadium allowing Kenwright to stay in charge.
It's highly unlikely he has any real intention of taking over the club from Kenwright.
As for the stadium. Ultimately it will be a stadium build to the spec of what Kenwright and co think is appropriate and we know what that means.

Claiming you've paid off club debts but actually increasing them is really unsavoury to be honest.
Can only come to the conclusion that moshiri is a fraud and a tory.
