It's old news that Goodley has come our with / hinted at before.

Rule of thumb: if Simon Goodley is reporting this and no other journalist / paper are it is almost certainly 100% BS.
Moshiri has basically told the Guardian that the auditors snitched on him the the OFSI

The Guardian understands that BDO’s concerns led to OFSI being notified about Moshiri, who has hired an expert sanctions lawyer at Peters & Peters – one of the UK’s largest law firms – according to correspondence sent to the Guardian on Moshiri’s behalf.


I mean, that’s news. And it’s probably good news for us. Get rid of Moshiri, good riddance! The club hasn’t done anything wrong here.
 
Would the club be above any punishment in this specific case?

Would ‘we’ not be the victim of fraud in this case rather than the perpetrator?
It’s certainly would be the club’s argument and it would probably depend on whether others high up at the club knew and conspired to cover it up.

In any case the punishment for any such fraud would primarily fall on Moshiri and one would hope the net closing in might hasten his decision to sell up entirely and never set foot on these shores again, which would probably be his best course of action.

Oh it’s a mess alright. But calling them sanction police is like calling VAR the offside police, just for dramatic impact.

If the treasury have been misled then surely action (prosecution or forced action) would affect those individuals. Must be a duty not to damage the company/club and its employees which were there long before any investment.

Obviously it could be indirectly damaged by forced sales, uncertainty, reputations damage etc.

Possible moral dilemma for the Treasury as sanctions were designed and implemented to strangle the economy of the aggressor. I may be naive here, but profligate wasteful investment in the north of England seems a few steps away from that? Particularly when Mosh has probably triggered general investment in a section of a city that badly needed it.

But if there have been false representations, then yeah. Choppy waters.
Some very relevant points there fella!

I would see them wanting to avoid the risk of tarnishing such a deeply ingrained institution the likes of Everton et al as they did really with Chelsea.

*edit and the damage to the North West!

The only down side is, if they have made mis-representations that include the Club in any dealings, that would be a catastrophe.

Was Roman forced to sell, or did he decide to exit for the betterment of Chelsea and to ensure it continued to function?

Can’t see any issue myself. We won’t be unable to trade, we’re way way cheaper than Chelsea so buyers will see a discounted bargain. Easy.

and we get rid of Moshiri. What’s not to like?

But is he legally forced to sell, or could he simply just sit on the asset, and not buy/sell players and tickets?

Abramovich didn't make any money from the sale, so outside of goodwill, there was no benefit to him personally to sell Chelsea?
