Apparently the main bloke does sit on CAS hearings too:

Murray Rosen KC, a barrister at 4 New Square Chambers, chairs the Premier League’s independent judicial panel and was appointed to the role in 2020.

Rosen’s profile on 4 New Square Chambers’ website describes him as someone who has a “formidable reputation as a tenacious advocate” and as a “neutral who resolves disputes rather than still fighting them”.

In this case, Rosen was expected to select a three-person panel. Because the charges relate to alleged financial breaches, one of the panel members will have been a financial expert.

Rosen is also an arbitrator for the Court of Arbitration for Sport (CAS).
Good, I would imagine that’s more in our favour then in terms of actually being independent, as also being at CAS, they will know what is proportionate in terms of rulings for other issues/similar charges across Europe etc.

So wr can appeal to CAS?

No, we can't. We can appeal a decision but they sit in the exact same space, but unless we get the harshest penalty, which shouldn't be the case as we have mitigating factors, worked with the PL to resolve and we haven't continued to blatantly flaunt the laws, thus another panel may think we have been punished unfairly and reduce it - likely we would get the same decision unless new evidence comes to light on either side.

In the Premier League era, only two teams have been deducted points.

Portsmouth in 09/10 were deducted nine points for going in to administration in March 2010.

Middlesborough were deducted three points in 96/97 for failing to fulfil a league fixture due to a huge amount of injures and a virus.

both teams had points deducted immediately.

I didn’t think anyone in the premier league has ever been deduced points??
 
Wonder what this Kings Speech thing is about new footballing regulations. We will soon find out I guess. Have it in my minds eye that Everton will be dragged out with an executioners hood over our heads and guilloteened in front of everyone as an example! :D

Rumour is it's going to include the stamping out of prospective football owners attending football matches without FCA approval.

Plans for a new independent football regulator were confirmed in February, with the body set to have “targeted powers” to step in and resolve how money flows from the Premier League down the pyramid.

King Charles said the Football Governance Bill will "safeguard the future of football clubs for the benefit of communities and fans".
