I'm not saying that it is right, however I am sure it's an aspect in their decision making as is it worth their job if it goes wrong? In their eyes, it probably isn't.
Twenty years ago, if there were issues like that then security may have waded in and any Cons. present would have been up for a scrap - then it would be over.

This. I was there and saw most of it, it was on the County stand lawn. Was in the Sandon bar and two kids in their early 20s started to sing Utd songs, wtf.Shameful scenes.

But isn't it part of their job to protect people who are there, otherwise what is the point of them being there.
