Depends on whether you go with the Williams was £12m or Williams was £10m angle.

I also think this may be a lot of add ons. Sure the fee will be around £7m mark, with the rest accumulated by Charlton over time depending on appearances, etc.

But certainly we're willing to pay a sizeable amount to get him in, which can only mean Walsh and Koeman reckon he's ready for the first team (in the near future, at least).
