Doubtful. He's made it clear he wants full control of a club, he's been trying to gain control of Palace. This just might be the last try before he moves on to something else.

It probably does mean that the Textor-Moshiri deal isn't as close as thought.
Sure he probably would be happy if they accepted, but he also knows they don't want to do that. But if they have offered him a bit of a lowball for his shares (as was reported) it maybe helps him establish a fair price they should offer him- if they reject x for their own shares he can say that's at least a fair price for his. So it either gets accepted (unlikely) or it helps him establish his valuation.

He reportedly has offers for his shares. There’s no better market valuation than actual market data.

According to Matt Woosnam (Palace’s Athletic correspondent) it is new. Still don’t see the other three selling up mind.

Why instruct Raine to sell his shares , engage in 4 different offers plus the possible sale to the Palace other shareholders in the middle of an Exclusivity period with Everton in the week he meets with Moshiri to finalise the deal ?

That would be a very costly and inhibiting exercise and makes no sense at all.
Think Woosnam is misleading in the article.
 

I get that, but trying to buy another club when he’s in a period of exclusivity to buy this grand old team? That’s just showing contempt to each and every one of us.

There are lots of reasons for him to do this, we shouldn't feel betrayed or hurt in anyway.

If you owned 45% of a club that is fairly on the up, you'd think about how much would it take to buy another 45% to effectively gain full control, instead of going to club b where you have to pay double/triple to get to the same point. If he didn't try that would make him stupid and thus we wouldn't want him here anyhow. As others have said, it also makes a mark on what he values his shares at, much in the same way Usmanov tried to get Arsenal beforehand too. And just for the cherry on top, whenever you want to buy something like a club, you want to sound keen but not too keen. If Moshiri believes Textor just wants to fully own a club and isn't too concerned with who, he probably doesn't go into those meetings thinking he can rinse him for everything.

It's just business.
