Still think his role is misunderstood. We have a recruitment dept, they suggest the targets. Thelwell oversees everything - medical, recruitment, loans, etc etc

The role of the DoF isn't to come up with all of the targets - added to this, the recruitment dept has been changed a fair bit over the last 6 months or so. We lost our head of recruitment and I don't think we've appointed a new one yet.
