I get what you're saying, but when is the last time a club went and signed a load of unknown players and did well?
It is a case of risk management. Premier League players have so much data available on them and are easily accessible to scouts, as well as proving that they can play in this country. I'm not saying it is right, but it also isn't necessarily laziness.

Our wage bill has dropped from 90 mill to 60 mill in 2 seasons.
We have players out on contract next year who take up another 20 mill a season wage.
