It's hard to judge him because of the budget constraints and the ludcrious transfer system we have with owner and chair having to sign off any player. However it's been underwhelming so far some good signings and the crucial ones in forward areas have been questionable
I think it's pointless to judge the role until we actually employ it properly, ie a DoF working directly with a head coach type rather than these manager types that we always go for. Let the DoF and the recruitment team get on with what they need scouting/player stuff and the coach can concentrate on tactics and improving players.

Onana hasn’t improved us, Garner started the last 4 games and McNeil only started coming good in March.
All four of those I mentioned have made us stronger.
Tarkowski is arguably player of the season.
Onana had a good season for a young lad coming from a weaker league. He is already being linked with CL clubs so some people in football must think he has done well.
Garner was injured when Dyche arrived but I think most Evertonians feel that he is going to be a very good player.
McNeill, from January to May probably our best player.

I do take your point, I think theres a lot of decency bias re Garner, although Onana started the season well and tailed off.

I cant knock those 3 signings though mate. Younger players who should get better, with some sell on.

The disappointment is we didnt repeat that in the key position of striker.

Onana hasn’t performed anything like a £30m player for me. He needs to step up and deliver this season.

I do understand that view, and he is probably the one player who went back a bit under Dyche. I'm not entirely sure Dyche knows how to utilise him.

That being said, I thought he had some good games first half of the season, and for what, a 21 year mid in his first season he had a number of good games, but fizzled out.

My own view, is a sale probably makes sense. I think he can put it together, but not sure he will here, under Dyche.

So I'm happy to book a profit, and move forward. I'm not against that type of signing is what I'm saying, in a long winded way. Like lads who are 19/20/21 will be a bit inconsistent, but we have to accept that a bit as a club, over buying older players. But we also probably need to know when to sell.

Like I'm convinced there was probably a moment where we could have sold Richarlison for 80m and DCL for maybe 60m but we held on for too long, and nearly made a similar mistake with Gordon. A lot of good recruitment is also good selling.

I'm still on the fence about the guy, but honestly he might have the least desirable DoF job in football.

Keep Everton in the Premier league, but you can't buy players until you sell Mason Holgate. Feck me.

Did he? Happy to read any evidence for this

As per the Echo:

Lampard confirmed that his sixth arrival of the summer was in training while his teammates take to the field this weekend, and reiterated why he was so happy to bring a player of Maupay's qualities to the club.

He said: "Yeah we're happy, we're very happy with Neal being here. He's a proven Premier League player, a goalscorer. He's a different style for us as a No.9 - we've got Dominic coming back in a week or so and Neal coming in with his own style. He's got a good attitude, he wants to win and score goals."

Oh, what evidence.

Manager praises new signing

But then wanted him shifted in October

That's not evidence of Lampard wanting Maupay signed, that's Lampard commenting on a player being signed for him and how he's going to use him. The bit you've bolded isn't a quote from Frank, it's written by the journalist and therefore his opinion mate. I expected better from you!
