Moving away from transfers there's probably an argument that in some areas he's doing a better job than Brands. He's managed to get rid of some of the old boy barnacles in our youth system for example, like Unsworth. He's brought people in to the youth set up who are not old boys but simply have good track records in the game, e.g. Micciche and Prosser. Young players are getting more loans now than they were. Etc etcAnyone can be criticised, but criticism would be unfair without context of the situation.
For instance - he gets blamed for us not having brought in a striker other than Maupay since he got here. He allegedly didn't want Maupay and since then, as has been widely reported, he's had buttons to spend so any deal has to be one which involves a v low upfront payment. Understandably, most clubs aren't keen on that so it's not particularly easy to get in the aforementioned striker. Now, are either the Maupay or cash issues Thelwell's fault? No, they're the product of the very flawed structure and club he works for. Those issues would be exactly the same regardless of who was the DOF.
So I guess my take on the whole thing is - fine, criticise him all you like, but if, as you say, there's a load of Deja Vu about criticism of Thelwell and Brands, does that not perhaps suggest that the issues you've criticised them both on aren't necessarily of their own making?
Marcel Brands is by far higher quality DoF than Thelwell and Walsh.
Brands buy as Everton DoF were far superior to the tripe Walsh bought and what Thelwell is buying.
Look at that PSV team he has assembled for peanuts... Moshiri, Kenwright and Joorabchian made his life hell and forced him out.
Those have been the areas that Thelwell has had quiet success in , rebuilding systems behind the first team. It will take time for these things to show though, meanwhile the lack of money is severely hampering any transfer plans. Thelwell for me is a good administrator/ builder behind the scene. It worries me that in his current situation without an effective owner/ CEO/ Chairman behind him he doesn‘t have the nous to scrape the barrel and get good players in dirt cheap , but then again how could any DoF work well in our current situation.Moving away from transfers there's probably an argument that in some areas he's doing a better job than Brands.
