There is an awful lot of Italian heritage in both Uruguay and Argentina, and to qualify for dual citizenship under EU rules, as long as one of his parents or one of his four grandparents was born in a country of the EU, he can obtain a passport of that country by heritage status.
It's neither a mystery nor rocket science, no need for a work permit means he has dual citizenship with an EU state, most likely Italy.
And it's quite easy to see why you'd pursue getting that passport if your goal is to be a professional footballer.
