I think what a (good) DOF does is:Really, hes retired 5 years. Its hardly not a modern example or the game has evolved, if anything its regressed. Almost the same pool of managers were working at the same time.
I think a better question is does a DOF enable or disable a great manager, would Ferguson have been better with a DOF or not for example.

“Then it is a little bit of a gamble. I could maybe have had Mina earlier but then would have to pay £5m more and I didn't want to spend anymore money, so that is always a little bit of a gamble and that makes it a little bit tricky and a little bit difficult.”
