probably because new manangers come in and change the way the first team plays so the u23's then have to change to replicate that new managers style
I thought the whole rationale behind having a DOF was to establish a style of play (our DNA!) set the club up accordingly and then recruit managers and players that fit that mould? I think it’s fair to say he has not achieved that, it appears his role is more that of chief negotiator?

I'd say that was an accurate assessment, I think that's what he wants to be/do but between Moshiri and the world's greatest living evertonian that isn't 'doable'.
For a DoF to work the entire structure of the club has to stick to that plan, managerial appointments, transfers, contracts, style and definition, even marketing and sponsorship has to be on message and brand loyal (pardon the pun), we have got none of that, imho that's originally on Kenwright, then Moshiri, I think Brands is a patsy for their inadequacies.

Brands and Everton has been a made mince all round, appointing him to the board was even more bizarre.

He needs to cull everything, if he wants to save his face at Everton, that means DOF, Chairman, CEO, staff and start again, because it’s not working and it’s never too late to say “I got it wrong, time for change”.
 

People forget he was appointed to the board in 2019 too.

He's not going anywhere.

Not just that, was given three additional board roles in the summer just gone. I'm fairly certain those new appointments were a sweetener for completely blind-siding him with the Benitez appointment and to keep him here.

Its unbelievable how many bad decisions one man can make in a short space of time.
 
I am 50/50 on him. He has been dealt a bad hand with Koeman/Walsh's signings.

He seems to just be a Yes man who lets Moshiri and Managers walk all over him.

That being said in Silva's last summer, he was totally in charge of those signings:
Iwobi
Delph
Kean
Gbamin
Sidibe
Gomes
That is Steve Walsh levels of shìte.

Moshiri has too much of a hand in the players we sign because he has his ear bent by shìt agents, if Brands had any dignity, he would've walked ages ago but he hasn't.

It doesn't help that he doesn't engage with the fanbase more to give a clear pathway so we understand a bit more. If he came out with Benitez and said for the next year, we have a strict budget and we have this plan, fans would work with him more.

I think he needs to go and the academy needs and overhaul also.
 
He hasn't signed one championship player (Godfrey had been a PL player the season previous)

I don't understand how we are going to improve when we ignore the source of the best recruitment we have done this century.

Edit: I suppose Begovic was a championship player, so I mean outfield players.
