Isnt the whole point of a dof to recruit and then the manager gets on with it?

I promise I'm not on the windup here. I'm confused by something and genuinely asking...
Right now there's a lot of hatred towards Brands and his signings/lack of. I've seen several times people praising Rafael for signing Townsend and Gray for pennies. Two steals who have already paid their fee off.
Why is it that they're attributed to Rafael and not Brands? Is there a way of knowing who signed who?

Massive help mate. I assumed it may be this. I'm certain we have the most dramatic, bitchiest fan base going lolIt`s one of the simplest rules of GOT mate :
Every GOOD signing is made by the manager at the time.
Every BAD signing is made by Brands.
However :
If a BAD signing turns his fortunes around and becomes a GOOD signing, he then reverts by default to being a managers signing.

Said BBC Sport editor, for some reason, took that as me insulting Benitez. Was not the case at all. I was saying it shows how the DoF structure at Everton is not in place one bit.
We've gone from giving Ancelotti the final say on transfers (turning down a £5m move for Bernard in summer 2020), to giving Benitez full control (he wanted Rondon, he insisted no offers could be accepted for Kenny at the end of the window). So we just need to stop pretending we have a functioning DoF structure, and while that should put Brands under question, it should also put the entire top of the club under question.
So without substance or information, good signing = manager. Bad signing = Brands.Id go benitez.
Anyway who signs alex iwobi has lost my faith.
