I'm fairly sure the DoF is told who the manager wants to buy, to keep and who can go.
It's his job to negotiate the deals. He doesn't seem to be able to shift them - but when they've signed for Everton Retirement home on eye watering wages that no other club will match then he has his work cut out. I'd prfer to pay them all off. Delph, Gbamin, Tosun must cost a fortune in medical expenses.

I can see Benitez making noises in public if that did turn out to be the case.

We absolutely cannot afford to overlook January this time around, the world knows we need players urgently.

Benitez has already said there will be funds available, and he would probably go directly to Moshiri if he found he cannot use them.

As long as its Benitez deciding on the targets its fine, I don't want Brands near spending cash for us under any circumstances.

What strikes me is that it's possible that the squad has been made up of players signed by 6 or 7 different people!
The blame for that isn't with Brands but with Moshiri.

I thought the whole point of a dof was for continuity when changing managers. Brands is supposed to be that guy and the manager should really just be head coach. Its why we're not doing it properly and having a dof how we currently operate makes no sense imo

…Moshiri has claimed responsibility for signing Tosun & there are plenty of posters convinced he also brought in Iwobi.

Unsworth is on record as identifying & going to the board to fund the signing of DCL.

Right, but none of that is Brands' fault and any DoF would be in the same boat under Moshiri.
So we have to face facts that Moshiri has been enticing managers to the club by promising them signing power, thus undermining his DoF who he has placated by giving him a seat on the board.
For Brands' part, the best we can hope for is that he negotiates good deals for the players the manager wants and exercises some veto power over what players do actually come in.
Every manager under the Moshiri era seems to have made reckless financial signings until now. Hopefully Benitez and Brands can work well together.
I actually think the fact the club didn't sign a RB is a good sign. Tough medicine to swallow but needs must.

yea, that's why I put the list up, I didn't really know tbh and I wasn't going to scour their wiki's
Point was more that until we can establish some sort of pattern of team building, a DoF is about as useful as a chocolate tea pot.
I reckon Brands is doing as well as anyone could in that position.
