Portugal never qualified for their first world cup until 1966 and england have got out of the groups at every previous world cup since the 50s.

It's already the most popular youth sport by miles. The issue is when kids to be 12-13 years old they tend to pick one or two sports to concentrate in, so we lose most of them to american football, basketball or baseball. Maybe this will help stem that tide, but there's work to be done improving the coaching and opportunities for teenagers.
