The DoF have a vision on how football is played, and targets players and coaches that fits this philosophy. The Manager, more properly named head coach nowadays, is responsible for its implementation on the pitch. If everyone is on the same page and they have a distinct way of playing, they don't even need to wait for a head coach to train or to do any business, as all parts should be somehow interchangeable and capable of deputizing each other.
