We need someone to build then get results. The emphasis has to be on building first.

I agree with that in theory but the difficulty has to be getting the balance right.
You may be building Rome , but if all you can offer your first residents is a wooden shack in malarial infested swamp , while you construct their lavishly appointed marble pleasure dome you will likely wind up crucified.
