As I understand it the first consultation was about should we move, do we like proposed location, stadium size etc.

The second consultation is going to be more about the actual designs for both redevelopments, Bramley-Moore and the Goodison Legacy
All has to be done to secure planning permission
It’s a process that has to be done step by step
Spurs took twelve years and a big fire to get theirs from announcement to completion
 
So what the club have said is that the second consultation will take place in July/August, at or before this time we will see preliminary designs (so not finalised) they will then consult all stakeholders and then after reviewing the feedback from the consultation and making any necessary amendments make a planning application in the final quarter of this year, seems reasonable to me, I'm gonna not panic until Christmas, if the PA is not in by then I think we would have cause for concern.

Do you have to show finance is in place when you submit planning permission ??

Do you have to show finance is in place when you submit planning permission ??

For a project of national interest (that goes through to Secretary of State etc.) my understanding is that the norm is to have the finance in place when you submit your Development Consent Order, though this isn't necessarily a legal requirement.

I suspect that we will need to have in place something like a Guarantor at least.

I was thinking for a project this big the authorities would not want the build to drag on or at worst be left half completed ,so I assume finance or as you say a guarantee of finance would need to be in place

It may have been if we had taken the option to build it on the East Lancs road by the Showcase. That was the much easier option and the one Joe was pushing for originally.

We all wanted the location of the dock site and that comes with a lot more headaches. Got to deal with it if we want a stadium on the waterfront.
