Historic England were always going to object to the proposal. They are right, the proposal does significantly harm the historic asset. However, the National Planning Policy Framework allows the decision makers to weigh up this harm with any public benefits from the proposals. The public benefits far outweigh the harm in this instance. There's absolutely no chance planning committee (or the gov) will refuse it.
Historic England, bunch of Kopites lad. Imagine objecting about a dock that nobody outside of Liverpool ever heard about before.. the only reason I've heard of it is because of Everton, I'd have never gone anywhere near the docks in Liverpool but will once the stadium is done.. historic England... you'd think we wanted to take down Stonehenge and use it as building materials.

Agreed. Fully expect Boris to suddenly claim his family have always been Everton fans. Better investment than HSII, this government tearing through the Chilterns with bulldozers without a care, no one cares about some crumbling walls. Plus it’s got Russia stamped on it, and we all know Boris is hooked on Roubles, loves em he does.

In a purely moral sense, it's probably a bad thing; however, for a decent percentage of our fans I'm sure minir betting is a part of the experience - it is for me.

The little cubicle in the Street End would always be busy even with people having smart phones as was the William Hill on the corner of Goodison/City Road.
 
The announcement looks like good news, but the objection of Historic England still worries me. Their recommendation to the Planning Committee says:

For these reasons Historic England recommends that this planning application should be refused, unless the decision-maker concludes that the proposal is shown to be necessary to secure substantial public benefits, and that these would outweigh the harm to the World Heritage Site and other heritage assets. Given the international importance of the World Heritage Site, and the degree of harm which the proposed development would cause to it, we consider that this application should accordingly be determined at a national level by the Secretary of State, and we shall request that it is called in to enable this to happen.

So are we at the mercy of Robert Jenrick? I certainly hope not, although his dad has a Liverpool connection - he was an accountant at Littlewoods.

Out of order not to call something in that will boost the city’s economy in a time that it is desperately needed.

There are long queues for food banks dotted all over the city.

It would be out of order to call it on for some nonsensical reason to preserve a dock that the public can’t even look at because it is hidden behind a wall and fenced off.

Unlike (seemingly) many on here, I have only got a limited knowledge of the whole PP circus. I do know that there are a bewilderingly complex number of rules and proceedures that have to be followed and met, so after the Planning Officer has recommended that the LCC approve the build, I assume they have all been met.

So, I fail to see what the national and international dimensions are. Its a football ground on a derelict dock, not an airport on the New Forest.

You're preaching to the converted.

However, it is what it is: a major decision going beyond local powers.

You might be right. But its not like there have been zero development of the docks over the last 30 years or so is it?

The Echo arena was pretty small beer compared to the scale of this.

Hope Im wrong, but the Sec of State will call this in. I'd expect a go ahead from there, but it'll cost us time.

My concern was more around the council bottling the decision to go against Historic England, but sounds like LCC are ready to approve.

The fact that if the SOS calls it in, it will take another year, could actually play the decision in our favour, as Central Gov will recognise the benefit of the immediate economic boost it will deliver.

think the key bit in your quote is “unless the decision-maker concludes that the proposal is shown to be necessary to secure substantial public benefits”.

The current climate makes those substantial public benefits a much easier sell.
