If the guy continues to landbank as he has for what at least ten years now so the northern docks looks like a morgue, and if Moshiri proposes a multi million pound development partnering the Council to regenerate that whole area, then yes if Peel tell us all to get stuffed (after all what do the residents of Liverpool care about more than football) then we should cpo the land back, rather than let this guy add to his billions. Yes that's why it has to be a partnership with the Council as I mentionedYou wouldn't get a cpo for the land at the dock, the development would need to be for public betterment, which a stadium is not. Improving road networks, yes; a stadium highly doubtful.

The idea that the leader of Liverpool is not going to want to broach cpo of land that's laid derelict for decades for fear of putting the nose out of joint of a guy who has invested all his dosh in Manchester, would be a disappointing one for Liverpool tax payers to get their head around. And I'm not saying we start threatening him, I'm saying if a deal that would put another Kings Dock on the waterfront is rejected out of hand then the Public should do something about it.Just lol at that.

Not sure that's strictly true - I have worked on CPO's which have included land owned by private businesses in order to secure the proper planning of a wider area, using planning and/or highway powers. The public benefits could include bringing land into productive use and job creation etc.
If Peel are perceived to be simply land-banking in the hope of a better pay day then an argument could be made for using CPO powers or at least implying their use. I don't think it would ever come to that in this case, but you can never say never.

I think you need to understand that the mayor of Liverpool simply can't say "I want this land so I'm invoking a CPO order", it's not how it it works. Maybe you should start learning the law first, it may help. In fact it will help.
Oh and fyI, peel have invested more in the Liverpool city Region than any other area in England. Just to help you out as you seem to be struggling.
