Should we not wait until/if we secure a site, before designing the ground, we've been here before.
Surely the landowners would want to know what was going to be built on the land. In fact we would look utterly daft if we didn't have plans and artists drawings to present in negotiations, especially if we're talking to Peel.
In terms of the ground being open for business, no, sorry. But comments on here from The Esk have confirmed that negotiations have commenced on the land purchase.
My guesswork only but what is the process from here...reach agreement on the land, guarantee the funding, apply for and receive planning permission, engage specialist architects and construction companies, start the work, finish the work.......complete guess only but ready for August 2019?
