You'd have to build massive walls that block out the sea/dock views for everyone, which kind of limits the rest of the 99.9% that know better.

Even then they'd be the ones trying to find ways to get on top of the walls, just to then fall off.

Obviously there are good, normal people that have also died in accidents, but if you try and limit/remove every possible risk, first thing you'd have to do is ban stadiums as they are dangerous places with all sorts of drops and steep steps to fall down. So where do you draw the line, compulsory helmets and swimming armbands to be worn at all times when out of the house? Life is dangerous and each one of us takes calculated risks numerous times every day.
