Yeah bit odd. All I can think of is that they are being swapped out for safe standing ones.

It is the upper half of the NE lower tier rail seats that have been removed. The upper tier is still seated. Why? Maybe one of the drone guys can ask the question on their tour.

Yes but that section removed, that was seated and the section below that was the rail seats. The upper tier is for Everton fans and will remain seated (except for cup games)
