They called it 'seeding' but I'm sure you're right that they grew all of these micro bits of grass in a polytunnel before pulling each one of the countless millions up individually and re-planting them in the stadium in a neat fashion. Because that would be mechanically trivial.
To top it all off, they covered it in a germination blanket and I'm sure you must know why that was needed for already-germinated grass.

Simple seeds sown by machine into plant plugs & grown on to be planted by the exact mm apart grown under fleece - no grass seed sown directly broadcast as some stated .... almost artificial grass pitch on sand with pop up sprinklers for irrigation .....Imagine the insane effort of growing millions of individual grass seeds, germinating them, harvesting them, loading them into a machine and have them precisely-injected right-way up into the ground.
Rather than just plant seeds.
