It could be doable if they do like they did for the Glasgow games.
Basically build a platform covering the lower tier, install running track and pitch, job done.

Obviously as Hampden is already a bowl they only had to go up 2 metres.
The seating capacity dropped from 52k to 44k.

If we get what we want the it'd have to go higher to give the same resultant surface area required by the IAAF.
Therefore we'd need a greater initial capacity than 52k as we'd lose more during the conversion process.

After the games platform goes and we revert back to a proper footy stadium.

I go along with you on your post. Better to have one in the prime location but if there is to be a dual purpose then there should be contributory funding.
The space needed for an athletics stadium is probably 1.5 times that of a purpose built football stadium. Just think of the massive empty spaces behind each goal. An athletics stadium has zero chance of fitting in to the rumoured site at Clarence docks. A CG stadium is more likely to be in a place like Stonebridge Cross.

Whichever way you look at it, it's a non-runner for Everton.

I disagree the space issues you raise can be dealt with, there are no [problems only solutions, remember that. Plus no matter what a waterfront stadium is better than anything else.
