You're comparing apples and oranges.
We won't fill a 70k stadium when tickets are £40. Pricing is the problem.

You are right in the current situation but we have to allow for possible expansion in the case of success. If we can do a Chelsea or Man City and start having success then its inevitable we will have more supporters. I think if its a 55k or like stadium then we could have a big regret. If sustained success does come to Everton then we will need to be able to expand. Saying that I am sure that is a norm with most of todays stadiums anyway.
