NFL is such a weird sport, especially at QB. Cousins is very clearly not a top NFL QB and also very clearly well above the level of your typical FA QB. Like Dak he's somewhere near #12 in the world at what he does, which is nowhere near good enough to be remembered favorably but definitely good enough to get paper.

He definitely is. Is he Mahomes or Brady? No, but he is a cut above the majority of QBs in the league and the money he's getting is in line with the QB market right now
