My understanding is they had no idea who/how many had it cos tests hadnt come back by matchday. (I hate that term btw, but couldnt remember what day it actually was). Thats why the medical advice was not to chance it.

Well the PL did say that after medical advice the game was pulled. Well, someone did. Like I said, its just my take on it after the first positives were the new strain, so they did new tests on the rest of the squad right away.
Or I totally misread/understood the paper.
That's just some BS being spouted there. City asked for a postponement from the PL and were shot down initially. They absolutely didn't want to play.
