I honestly disagree about the blatant red part. I just think that violent conduct reds should be issued for actual violence and there is a part of the rule that says similar. For me what he did doesn't qualify.
Hogg got a similar deal against Cardiff today (with Arter being the player involved, bad tits Bournemouth produce). But I feel similarly in that it just wasn't a hard and dangerous attack as much as stupid and petulant. Both yellows for me.

They are given that power though. The rule actually says that striking a player is a red card unless the force is negligible. So it is open to the ref to look at it and decide.It's classed as violent conduct.
Referees aren't given the autonomy to determine whether it was only a little headbutt, or an attempted headbutt or whether the headbutt was a good one.
Didn't realize the ref reported he saw Kenedy. I feel pretty similar , if Probert had sternly spoke to both of them and maybe even given a yellow I doubt there would be many people screaming it should have been a sending off.
