I think we need to spend 30m per player consistently to bridge the gap between us on the top 6 (if we've got that sort of money). I objected to Davek 'expecting us' to finish above United due to our 'increased' spending. I never said it's not possible to finish above them but there's a big difference between hoping and expecting to finish above a team that outspends you regularly.
The last part of your post is open to debate. Not saying you're wrong or right but if I was hedging my bets I'd say it's doubtful we'll outspend Liverpool any time soon. Spurs, possibly over a season or two but in terms of wages, probably not imo.
You just need to look at the commercial revenue those teams are making compared to us realise that to beat them in the league we'll be overachieving. Doesn't mean it's not possible but anyone other than Davek, who has an agenda against Koeman, knows it's foolish to 'expect' to beat teams that can outspend you on a regular basis.
