Head coaches provide the club GMs' with their close season (and mid-season) wish-list of player targets, but it's the GMs' who make the trade deals using or not using the draft system and within the wage-cap limitations... and the head coaches are then expected them to work with what they're provided.

You can laugh mate, but I was involved in professional ice hockey for many years and went to the US and Canada and witnessed how it works in the NHL... and it's an eye-opening way of recruiting and coaching.
These days, it's somewhat similar in Russia too, but all the top Russian talent want to go to the NHL for the dough on offer.

It's actually more or less the model I meant - handpicked players from a shortlist, top of the shortlist is a "must sign", the rest are maybe's - but had to laugh a bit at NA sports, just so I don't lose practice more than anything else.
