I think neither, but if a choice between these two, Sigurdsson.

We are a team on the rise, we have no place for Rooney on his way down. Let's think with our head not our hearts.

I agree, but Rooney would demand such big money. I don't think this would be good value. I think Sigurdsson has his level as a middle of the table Premier League player which is why I would not want him either. I think there is greater value out there. Many great young(er) players in France, Germany and Italy.
 
Rooney is past it I would like Sigurdsson but he's not worth £35 million, him or Tielemans for £25 million are the two attacking midfield players I would go for who we could realistically attract.
 

Rooney on his day is truly world class but those days are few in far between. I think Sigurdsson suits a club like Swansea where is a big fish in a small pond and although he would fit the style of play here but I cant imagine he could dislodge Barkley.
