Conte has called him "a good prospect" even though he's 24 years old and has been a first-team premier league footballer for five years.

I think Conte's quotes on the transfer are rather telling:
“We are talking about an English player, a young player,” the manager said. “He has good prospects for Chelsea. I think the club decided for this investment also for his contract. I think this is a good opportunity for the club to buy this player. For sure he is a good prospect for Chelsea.”
It sounds to me like they signed him because he's English and cheap. The fact that Conte kept calling him a prospect should be slightly worrying for Barkley - how much game time is a 24-year old "prospect" expected to get?
