Keeping players who don't want to play for the club is not good business. The price for these players won't change whether the buying club knows we want to sell or not. Every club will know what the magic number is for either Rom or Ross.
 

If a player lets his contract drift into the final 12 months he is effectively for sale , regardless of what information the club or manager put out. His price likewise is dictated by the knowledge that in 12 months he's on a free, and the selling cub will accept a lot less than his true value to avoid losing out completely. This is of course common knowledge, and the comments of the manager have no effect on the players eventual price whatsoever.

I think Ross wants to leave but doesn't want to put in a transfer request, as he will lose out on a nice percentage of his transfer fee.

He doesn't need to hand in a transfer request though, he just needs to tell the club he will not sign a new contract with Everton.

The fact that he hasn't done this means he is still hoping the club make an improved offer (although you'd think if that was really the case they would have rejected that contract saying they feel he is worth more) or he is/was prepared to stay one more year and leave on a free.
 

If he does leave, then so be it....but he's never going to make the starting XI in any of the teams above us. Are there any European clubs interested?

I wouldn't want to call anybody a massive tit, but your pronouncement is missing an important detail. The question is not as simple as do you want to play at this club. That's why they negotiate contracts.
 
There is a game being played here, but we do not seem to know what this game is.

It may be club v agent playing chicken.
It may be Ross trying to prove that he is the big name at Everton and maybe Koeman trying to prove that he isn't.

Ross can sit out for a season , but can he afford to let a full season go by playing for Everton under 23s.

The season finishes on Sunday and until then managers, players and agents are keeping quiet, I think that very early next week we will all find out exactly what is to happen.

Would be very interested in exactly, well, ball park would be ok, the wage Ross has actually been offered in this contract. Like you say, its all very well saying, "Boyhood club, sign or we sell", when the details of the offer actually aint that great. Relative to the nutjob wages players get.
