My guess would be that they legitimately can't afford to spend, and that it's not entirely Levy being tightfisted. We watched Arsenal go through this as well after building a shiny new stadium. The inevitable cost overruns eat into the war chest, and it takes a while for the profits to build that back up.Its all on Levy so far.

Well there's having an opinion and then there is basically saying we as fans should have a say on who the owner appoints as manager / DOF etc
Ultimately they pay the money so its their decision.
