Just a thought, but a few players with the squad may have already agreed deals.
With us being a week into training it could be a case of "yes, you can talk to player x, see if you can agree terms, but we want 10 days or so to see if they can be of any use to us before we decide on a move"
 
Ok, the umpteenth attempt at breaking down a complex and emotive topic into bite size chunks:

Without Europa and with a likely small drop in tv appearances (tv tends to reflect your last season unless big 6 and we were [Poor language removed] to watch) our turnover this year will be c. £170-175m unless get new/improved commercial deals.

PL rules mean we HAVE to aim to breakeven (small blips allowed e.g. can spread termination costs of Ron K & Sam & their hangers-on). If we flout the rules we can get points deducted.

Given other costs that revenue caps our wage bill at around £120-125m based on the most recent estimates Elstone gave & factoring in DBB’s expanded executive team. This assumes break-even on player trading. Any transfer losses vs. book value clearing out the rubbish would further reduce this. Any profits would increase it.

Another way of looking at it is two thirds of revenue on wages is generally accepted as the rule of thumb for the upper health limit for a PL club. If we use that as a target it would give a lower c.£115m max.

We entered this summer tending to wages at c. £145m. Actions so far, including the reduced head coach/coach salaries likely put us trending at c. £130m. If we could shift Williams, Schneiderlin, Klaassen, Sandro, Bolasie and all their wages we’d be c. £110m or a touch below.

If, big if, Brands can pull off this conjuring trick of unloading Ron’s crap without incurring losses then it would create enough room for 3-4 signings at c. £50-60k per week.

It is more likely that we will not get rid of all of them or take a loss in doing so. That might force us into selling one or more player we would rather keep (like a Lookman or a Holgate) for a profit to create room to add elsewhere.

The lack of transfer activity is nothing to do with Moshiri’s willingness to fund signings and everything to do with the limitations created by our continuing chronic commercial performance and the after-effects of the wasted investments so far.

Moshiri is guilty of trusting Koeman, Walsh (and to an extent Bill & Elstone, who ultimately waived through spending we could not sustain). The buck does stop with him but it is good intention, terrible implementation not ‘fraud’ or ‘smoke & mirrors’. Cock-up not conspiracy.

It is painful. It is a real problem. It makes 2018/19 challenging and possibly even dangerous. Brands/Silva have a tough job on their hands. They need patience, understanding and support not bed-wetting, whining and ill-informed criticism.
 

Also think we'll see another season with clearly not-good-enough players such as Davies and Calvert-Lewin as mainstays of the first team. Honestly if they were not from the UK they'd be hounded out of the club.
 
Turkish press are reporting Henri Onyekuru is on his way to Galatasaray the links are from Milisport based in Turkey.

The fee is £8m which seems jarg.

Bin 'um all off la. Sign the Atalanta first team, they'd do a better job than our gang of overpaid carts.
 
I would usually really be bothered about our lack of activity but think we need to look at the big picture, selling or getting the dead wood from the books should be priority number 1. Bolasie, Morgan, Besic etc etc can all be replaced with Dowell, Bannignime and the young crop, they seem could enough. Obviously 3/4 players added to the squad is what everybody wants but they need to be quality signings, I have full trust in Brands and Silva to get it right. We don't need to go back 2 far to realise sometime more is not better, we should Lineker we won the league, we sold Rooney we got Champions league. The last 2 years spending have done awful damage to us, Koeman and Walsh overspent on absolute crap, that's not sustainable in any football club or Business. It may take a few windows to get back on track.
 
4 weeks until the season starts ffs, the excuses are already there, "players arrived late and they had no pre season, that's why we lost the first 8 games"
