Silva is sending clear messages to the fans that he has been let down and wont get in the players he either a) wants and/or b) was promised.

March 2019: "We have our targets agreed"
Late July 2019: Nothing.

If we go into the season with DCL upfront we have AGAIN missed a massive opportunity for top 4. How many of these are we going to get??? Probably be the last.City, Norway and Spurs are cemented in top 3 and will only get stronger. Chelsea, Arsenal, United can only get better and currently we will struggle to top Wolves and Leicester.

We need 7 outs and 4/5 in. 13 deals in 2 weeks?

So you're saying it's not possible to of bought positions we needed by now, despite having almost a full year of planning?

Well clearly not or it would be done by now. I really don't think the recruitment and scouting teams spend days on end sitting about reading buzzfeed and playing minesweeper. There's a lot of moving parts in a football transfer, I would imagine.

Somebody like Delph where there isn't a huge amount of money involved and the player and his representatives can simply drive down the East Lancs Road is probably much easier than a deal involving multiple clubs competing for signatures and a player moving countries whilst his club try to decide if they can be without his services based on other business they may or may not conclude.

No matter how much time planning you have it's never easy to land top players.

There are so many factors. And when you're trying to sign top players the clubs generally don't want to let them go easy or there is a lot of competition for them.

If you wanted to sign any old player just to get it done quickly you could do that, but you would end up like we did in the Koeman / Walsh season when we got all our targets in early but none of them were very good!

Behave, just because the club identified who they wanted it doesn’t mean the selling club or the player will agree a deal. This isn’t Fifa.

And off came the head.
 
The stadium designs will take the heat off the club for the next week on incomings; after that we'll have 7 days to do business.

Something is beginning to seriously stink about Everton's plans for the 2019/20 season.
