No, they won the National League in 1998. They won their division title three other times.

A quick primer on American sports, since it seems to be causing so much confusion. The major American sports leagues (not including MLS) are broken into two halves (based on geography for hockey and basketball and based on historical reasons for the NFL and baseball), and then those halves are further subdivided into divisions. Confusingly, the halves in baseball are called the American League and the National League. The team that finishes first during the season in each division (plus some other runners up based on records, sort of like how third place teams in the Euros would move on to knockouts) goes to a postseason tournament against other teams from their half of the league. The winner of each half of the league goes on to a final against the winner from the other half. The Padres specifically won their division four times during Moores' ownership, and lost in the first round of the postseason three of those times. The fourth time, they won the first two rounds of the tournament (making them the winners of the National League), but lost in the overall final (to the winner of the American League).

TL;DR the Padres never got the cup, but they made 4 semis and 1 cup final during Moores' tenure

Well, leaving aside the question of whether or not the NL West is the worst division in baseball (which is arguable, to say the least), you're correct that the Padres have not been considered a good team. They were better under Moores' ownership than they were without him, though, which is really the only relevant point.
Moderately better under Moore's and that truly means nothing. John Henry made the Red Sox 3-time World Series winners since he took over. Look what he's done with Liverpool. They have finished higher than 6th once since his takeover.

It doesn't mean nothing -- your implication was that he did poorly with the Padres. That's not the case. Owning a baseball team is completely different from owning a football club, though, so you're absolutely right that success at the former is no guarantee of success at the latter. It's not a negative, though, which is what you seemed to be implying.

NL West has done more than the AL Central in the same span, and the AL West is certainly the worst in baseball for nearly 30 years.
Yes the NL West has more World Series in the time span (3) to the AL Central (2) but the NL West winner has only made it passed the Divisional round of the playoffs 8 times to the AL Centrals 12

as much as I would love to believe that someone is interested in buying (& investing) in Everton I'm struggling to buy into this.

The timing of the 'Takeover' press junkets always seems too convenient i.e. buy time whilst club officials (travel abroad, enjoy christmas etc), distract from bigger stories / issues (mega offers on the table for Rom / Stones ?), reason for not investing in the squad (transfer window coming up) ...

the only glimmer of hope that I'm clinging onto is that Kenwright is seriously ill, he certainly looked like death warmed up at the Leicester game and that the current scam investors are concerned that their puppet is unable to serve their best interests anymore and as things are (potentially) a lot rosier than they've ever been ... then time to cash in their chips.

I dream of the day when we are able to compete financially with the so-called "big boys" and cheer on a title winning team from a state-of-the-art Goodison Park. Now that's what I want for Christmas .... please.

Although in fairness to FSG they have invested/lent money that we could only dream about for a ground upgrade and every transfer window.

Their lack of success has been down to what the club actually did with that money.

....even if you don't like him, I don't think it's right to say "the only glimmer of hope that I'm clinging to is that Kenwright is seriously ill".

I'm implying nothing, you're misreading. I'm saying his successes (as large or small as one wants to perceive them) have no bearing on how he will/could be as owner of Everton Football Club. You have agreed with this statement.
